The beneficiaries and the decision-making and executing entities of the Recovery and Resilience Facility (RRM) funds, a central element of the NextGenerationEU instrument, must assume responsibility for advertising, communicating and disseminating the projects co-financed under it. The Recovery, Transformation and Resilience Plan (PRTR), prepared by the Government of Spain, explicitly states that the participants in the Plan must be responsible for the management of information and the "publicity of the funded actions" in order to guarantee transparency in the management of funds and make visible the determining role of the European Union in the process of reactivation and transformation of the economy after the Covid-19 pandemic.
Communication and visibility are an important part of all the programs promoted and financed by the EU, which seeks to create a feeling of belonging among the European population and for citizens to know the work of the European Union to improve their quality of life, sustainability economic and environmental and the future. Thus, the European Commission has prepared a guide with the actions that can be carried out to guarantee the visibility of all EU funds and their materialization in specific projects. It has also published a style book for the insertion of the EU emblem in the different actions and references to the origin of funds according to the program.
For its part, the Government of Spain includes the communications obligations linked to the Recovery, Transformation and Resilience Plan (PRTR) and European funds in Order 1030/2021, of September 29, and has made available to participants in the plan a brand manual.
Projects carried out under the Recovery, Transformation and Resilience Plan must display the official logo of the Plan, in addition to the emblem of the European Union accompanied by the text "Funded by the European Union - NextGenerationEU".
